You want to have a sound, clean surface for the new coats to adhere to. Don’t delay repainting until the surface is peeling off. It will end up costing you more in prep time and possible wood rot repair.

Every paint store/manufacturer will have different names according to sheen, so it depends on the paint company. What one paint company’s name for a satin finish may actually be closer to eggshell or matte finish. It can be very confusing, but the only way to know for sure is to see the actual paint sample.
